Opening speech of the seminar by Director Chantal Elombat Mbedey

The Enterprises Upgrading Office (BMN) is organizing a seminar-workshop for about twenty journalists to upgrade and popularize the 2020-2024 strategy document of the BMN in Kribi (South Cameroon), from August 19 to 21, 2020.

The purpose of the seminar, placed under the supervision of the Director, Madame Chantal Elombat Mbedey, is to create a pool of journalists specializing in upgrading in order to promote the production of a more expert media discourse on Cameroonian enterprises upgrading.

Below is the opening address delivered by the Director of BMN on August 19, 2020.

Ladies and gentlemen.

It is particularly pleasant for me to speak today in Kribi, a seaside resort in the South region, on the occasion of the Seminar-workshop for journalists to learn about the upgrading and popularization of the BMN strategy document for the 2020-2024 period.

First of all, I would like to warmly thank you for your presence, which reflects your interest in the BMN, which is the core player in upgrading in Cameroon.

I am happy to see in the room publication directors, editorial directors, editor-in-chief, journalists whose sharp pens and experts on economic and political topics make them influential opinion leaders in our country.

In order to sustain the upgrading, the State of Cameroon, has created the BMN in 2011, as part of the implementation of its strategy for competitiveness and modernization of its economy. The main mission of the BMN is the implementation of the Government's policy in terms of support for the upgrading and restructuring of industrial enterprises. This, after a pilot phase which benefited from the technical support of the United Nations Industrial Development Organization (UNIDO).

The implementation of the missions assigned by the public authorities to the BMN is carried out under the National Upgrading Program (PNMAN). It is this PNMAN that governs the relationship between the BMN and the enterprises admitted to the upgrading.

This seminar-workshop, which takes place in a health context marked by the COVID-19 pandemic, is an opportunity to discuss with you, members of the fourth power, what the Government is doing concretely through the BMN, to increase and strengthen the competitiveness of the national economy.

During our work, which I wish dense and rich in ideas, the experts of the BMN, a high-level consultant, and myself, will talk to you on various subjects ranging from the missions of the BMN, to the promotion of "Made in Cameroon" , through the concept of Upgrading according to UNIDO, and the presentation of the BMN strategy document for the period 2020-2024.

The organization of this seminar-workshop is of a double interest. The first is related to the observation that the media discourse on upgrading and the role of the BMN in the institutional mechanism for promoting the competitiveness of the national economy is probably due to a lack of knowledge both of the missions of the BMN and of the mechanism of the National Upgrading Program that the BMN implements.

As you can easily agree, such a situation is likely to blur the message of the BMN towards its audiences, particularly the bosses of industrial enterprises. To remedy this, the BMN has thought of creating a pool of journalists specializing in upgrading. I am aware of the visceral attachment that media men and women have to press freedom, and I assure you that this is in no way an attempt to caporalize, but simply to encourage the production of a more expert media discourse on enterprises upgrading.

The second interest of this meeting is inherent in the BMN's strategy document, which will be presented to you. I would already like to point out that this strategic steering instrument is fully in line with the Vision for Emerging Cameroon in 2035 whose backbone remains the structural transformation of the economy through the modernization of enterprises.

In this ambitious and vast national project, the BMN intends to make its contribution and hopes for the patriotic support of the press so that Cameroon can get the best out of the globalization of trade.
